In this chapter masses of people stand watching, "carloads of oranges dumped on the ground" and then they are sprayed with kerosene so they won't be edible. The people get disoppointed at the fact that it is not fair because the price of the product is not reasonable to the majority of hungry people because of the low labor wages. Once the injustice is made it is implied by the author that it is the induvidual's role to confront the injusice by using the power of many to attempt and show the authority that what they are doing is not right. "The people come with nets to fish for potatoes in the river, and the guards hold them back...and in the eyes of the hungry there is a growing wrath," and this wrath is to be taken out on the injustice of the unreasonable price of the products.
